Accessibility Statement

1. Commitment

Kulular Bilişim Teknolojileri Limited Şirketi (the Company) is committed to making the kulular.com.tr website usable by everyone, including disabled users. Because the Company works at the intersection of law and technology, it treats accessibility not as an option but as a founding condition of the design.

2. Standard applied

The site is designed and audited against the Web Content Accessibility Guidelines (WCAG) version 2.1, level AA. This is the level referred to, for websites, by the European Accessibility Act (Directive (EU) 2019/882) and the harmonised standard EN 301 549.

For Türkiye, the accessibility duty under Article 7 of Law No. 5378 on Disabled Persons and the criteria adopted in the Guide to Public Sector Websites have also been taken into account.

3. Conformance status

The site is fully conformant with WCAG 2.1 level AA. As of the date of this statement, no known non-conformance has been identified.

4. Measures applied

• Contrast ratios have been measured for every text and background combination, reaching at least 4.5:1 for normal text and 3:1 for large text. The accent colour used on dark backgrounds has a separate value defined for this purpose.
• The whole page can be used with a keyboard. A visible focus ring appears on every interactive element, and a skip-to-content link sits at the top of the page.
• Tabbed components follow the WAI-ARIA tab pattern, with navigation by arrow keys and the Home and End keys.
• Status messages, form results and generated analysis output are announced to screen readers through a live region.
• All animation stops for visitors whose operating system has reduced motion enabled. Background sound starts low, fades out on its own and can be turned off at any time.
• The page can be read at 320 pixels wide without horizontal scrolling. No content is lost when text size is doubled.
• Images carry alternative text, pages and sections follow a meaningful heading hierarchy, and passages in a different language from the page carry a language attribute.

5. Evaluation method

Conformance was determined through a combination of automated auditing and manual review. The automated audit ran the axe-core rules engine, tagged for WCAG 2.0 and 2.1 A and AA, across every page of the site. The manual review calculated contrast ratios and tested keyboard navigation, focus order, screen-reader announcements and reflow at 320 pixels wide. Manual review was treated as the primary method, since automated tools capture only part of what the WCAG criteria require.

6. Known limitations

The analysis output generated in the working-protocol screen’s free-text field is produced by a language model. Its formal structure is checked, but the reading level of the generated text is outside the Company’s control. The WCAG 2.1 level AAA readability criterion (3.1.5) is not undertaken for this field.

The site uses no third-party embedded content, so there is no other component outside the Company’s control.

7. Feedback and reporting a problem

If you believe you cannot access any part of the site, please let us know. Telling us the address of the page, the barrier you encountered and the assistive technology you were using helps us resolve it faster.

Reports may be sent to kulularteknoloji@gmail.com. The Company concludes reports within thirty days at the latest, and provides the requested content in an accessible form.

8. Preparation of this statement

This statement was prepared on 3 September 2026. It is reassessed and updated whenever the site undergoes a structural change.
