We develop software.

We work across five fields: health, education, law, space and information technology. The person who understands the requirement and the person who writes the code sit at the same table.

Kulular Bilişim Teknolojileri Limited Şirketi is a software company. We develop projects in health, education, law, space and information technology. For work that does not fit an off-the-shelf product, we build the software around the organisation's own process.

The fields we work in have their own rules. Access rights in a hospital, an assessment method in a school, a retention period in an institution, all directly shape the data model. These decisions have to be made while the architecture is built, not after the product goes live.

Our founding team is two associate professors, one education specialist, one computer engineer and one lawyer. When the person who knows the field's rule and the person who builds the architecture sit at the same table, the translation loss between them falls.

What we don’t do.

We also write down where our scope ends. We do not take on the work below.

  • We don’t give legal opinions or practise law.

    Our lawyer partners’ firms are separate organisations. Here, we build software.

  • We don’t start work without written acceptance criteria.

    No code is written before the contract says when delivery counts as complete.

  • We don’t hold source code hostage.

    Delivered code belongs to the client. If you want to hand maintenance to someone else, you already have it.

  • We don’t build systems that sell personal data or profile people for advertising.

    If the purpose of the data is clear, we build the system. If the purpose is to sell the data, we don’t.

  • We don’t write software that monitors employees without their knowledge.

    Hidden screen recording, hidden location tracking and hidden keystroke logging all fall under this.

  • We don’t build dark patterns.

    No subscriptions that are hard to cancel, no pre-ticked consent boxes, no notifications whose off switch is hidden.

  • We don’t penetration-test the systems we built ourselves.

    We leave security audits to an independent auditor. Whoever reviews their own code cannot find what they cannot see.

  • We don’t make hardware.

    Device, sensor and board design is another discipline. We write the device’s software.

  • We don’t run social media or advertising campaigns.

    We leave promotion and advertising to specialists in that field.

How we work

    Every rule is tied to code

    A field's rule is written together with the relevant data field and workflow. A retention period is defined while the data model is built, not afterwards.

    The human decision stays visible

    Not every judgement is reduced to an automatic control. Points that need interpretation and approval are shown separately in the system.

    A control produces evidence

    A rule existing is not enough. When it ran and what result it produced stay on the audit trail.

    Code passes through the same review

    Senior staff set the architecture. Junior team members contribute to production. Delivered code passes through one review and test chain.
